The Petersburg National Battlefield (PETE) Alternative Transportation Feasibility Study investigates alternative solutions to several transportation problems affecting the park today. PETE consists of four jurisdictions: Grant's Headquarters at City Point, Eastern Front, Western Front, and Five Forks Battlefield. Comprising 2,659 acres of land interspersed among two cities and two counties in southeast Virginia, PETE's current transportation problems include site-specific access issues, wayfinding and navigational challenges, and inefficient transportation-based interpretive programs.

Through a site visit, interviews, and independent analysis, the study team examined existing conditions, comparable services, vehicle options, market demand, owner-operator models, and business models. This report first describes the existing conditions on Fire Island with respect to transportation infrastructure, usage, and constraints. It organizes and clarifies the complex transportation systems on Fire Island, including as assessment of the key needs and challenges of various stakeholder groups. Based on an evaluation of the existing TIS efforts, park geography, regional partner agencies, and other data and information opportunities available, this report describes the TIS concept recommended for Sandy Hook. A conceptual framework for a text-based communication platform is presented as a short-term, tangible solution for TIS communication.
