Cody Jenkins continues his law enforcement career as he takes a job with the FBI, at the request of Director Hoover. He moves to Washington and, along with Milt Waltham, works directly under Hoover. The two become embroiled in an espionage case, a kidnapping, and even discover a spy for the Soviet Union within the FBI ranks. The fifties is a turbulent time for race relations in the country, and Cody's penchant for speaking his mind leads to his assignment as the head of a new division within the FBI to help deal with the turmoil that he feels is inevitable in the Civil Rights struggle. He discovers that all is not as he believed and he is forced to choose between retaining his prestigious position within the Bureau, or adhering to his moral values.
