In modern democracies, the construction of a public agenda involves the media's influence on public opinion and the latter's influence on the evaluation of mass communication policies. In this sense, attitudes have been studied as indicators of audience persuasion or dissuasion. Therefore, the aim of this paper is to specify a risk communication model considering attitude models related to the processing of information about public agenda items.

Ce travail est abordé d'un point de vue démographique (densité de population austère), historique (normes et valeurs d'économie ou de gaspillage), économique (concurrence pour des ressources en eau rares), politique (représentativité des demandes des citoyens), structurel (capital de déchets), culturel (croyances de disponibilité), cognitif (conscience environnementale), médiatique (opinion médiatisée) et communautaire (identité et appropriation spatiale) afin de modéliser les déterminants d'un programme de sécurité pour les services de l'eau.

The reader will note that the security agenda is in theory a social construct, even though studies deal with the influence of the traditional media on civil opinion, but it is the electronic media that sets multiple agendas for discussion of the same issues. This is because social innovation in the production of symbols will also be a reflection of debates that will not begin until the agenda is established as a local emblem.

The present work is approached from demographic (austere population density), historical (norms and values of saving or waste), economic (competitions for scarce water resources), political (representativeness of citizen demands), structural (waste capitals), cultural (availability beliefs), cognitive (environmental awareness), media (mediatized opinion) and community (identity and spatial appropriation) domains with the purpose of modeling the determinants of a water services security agenda.

Der Leser wird feststellen, dass die Sicherheitsagenda theoretisch ein soziales Konstrukt ist, auch wenn sich Studien mit dem Einfluss der traditionellen Medien auf die öffentliche Meinung befassen, aber es sind die elektronischen Medien, die mehrere Agenden für die Diskussion der gleichen Themen festlegen. Dies liegt daran, dass die soziale Innovation bei der Herstellung von Symbolen auch eine Widerspiegelung von Debatten ist, die erst beginnen, wenn die Agenda als lokales Emblem etabliert ist.

Il s'agit d'un effort collectif pour interpréter l'impact du système punitif sur l'insertion des détenus dans la société, l'emploi et la famille, mais comme le lecteur peut déjà l'anticiper, il s'agit d'un processus qui a échoué. Der Leser wird in der Lage sein, einige akkulturelle, polykulturelle oder multikulturelle Ansätze zur Sicherheit zu erkennen, die zu interkulturellen und transkulturellen Rahmenwerken geführt haben, in deren Mittelpunkt die Mitverantwortung der politischen und sozialen Akteure steht. Es handelt sich um ein meta-analytisches Werk, das die Bedeutung der Sicherheit aus der Perspektive der staatlichen Politik und der zivilen Selbstverteidigung zu enthüllen versucht und mit einer Diskussion zum Stand der Frage beiträgt.
