A serial rapist/killer is stalking women over the eastern USA. The New York police detectives assigned to the case are baffled initially since there don't seem to be any links between the first few victims they find in NYC. They enlist the help of two female vice cops to try and identify and trap the killer. As they get close, the killer evades the trap and kidnaps one of the female vice cops. It becomes a race against time as the detectives must find him before he rapes and kills the vice policewoman.

When the FBI discovers a plot to kidnap an entire bus of Japanese tourists, no one, not even the agents, are prepared for what happens next.
