In order to safeguard the important role that marine capture fisheries play with regard to employment, income and food security, up-to-date information on the sector is needed to monitor the effect of management measures, regulations and government policies on its economic and financial health. This paper presents the findings of studies on the economic and financial performance of marine capture fisheries carried out in 13 African, Asian, Caribbean, European and South American countries during 2002 and 2003, replacing previously published results from 1999-2000 and 1995-1997. It includes the...

Fisheries policy in Bangladesh is still trying to get to grips with the major dilemmas of maximizing benefits from natural resources. During the 20th century Bangladesh adopted one-sided production-oriented policies in the agricultural sector to feed its rapidly growing population. This strategy included increasing fish production, then in decline mainly as a result of environmental degradation brought about by the expansion of agriculture. The solution was to develop aquaculture and later to promote culture-based fisheries and large-scale stocking in the floodplains and beels (lakes) that...

Bottom trawling is a diversified fishing method which uses numerous types of gear designs, sizes, rigging and operational methods. Therefore, impact on the bottom habitat will differ among the various bottom trawl fisheries and also to a large extent depend on the bottom conditions in the area fished. This document describes the basic principles that can be used to reduce the impact of trawling, some of which are already developed as practical solutions and implemented in commercial fisheries. Overall, however, there are presently few examples of low bottom-impact trawl gears in use in...

The pearl oyster industry is a growing multibillion dollar sector of molluscan aquaculture. The end product of pearl farming, the pearl, is unique to this sector. Pearl production is entirely based upon health. The pearl itself is a product of the oyster's immune defences as a response to soft-tissue irritation. Today, most disease problems are caused by opportunistic pathogens taking advantage of oysters weakened by the stress of handling, including pearl surgery and sub-optimal growing conditions. Further development of the industry will inevitably lead to increased risk of disease...

This paper compiles the state of knowledge on fish safety and quality with the view to providing a succinct yet comprehensive resource book for risk and fish quality managers. It provides a detailed review of the hazards that cause public health concerns in fish and fish products. (Also available in Arabic)

This paper summarizes the findings of 15 country level studies on the economic and financial performance of marine capture fisheries conducted in 1999 and 2000. The studies validate the findings of surveys carried out between 1995 and 1997 and published in FAO Fisheries Technical Paper No. 377. Most types of vessels covered by the study showed a net profit after deducting the cost of depreciation and interest. These overall positive results were also achieved because of higher prices paid to producers as compared to the previous study period.

In moving towards, or adopting, rights-based management, how quota will be allocated is one of the earliest operational decision that fisheries administrators face and it is inevitably controversial. This report, consisting of 23 studies, describes how the initial allocations of transferable fishing (effort) or fish (catch) quotas have been done by a variety of fisheries management regimes. The studies include two from the European Union (the United Kingdom and the Netherlands), one from Iceland and three descriptions from the Maritimes of Canada. Of the Canadian studies, that for herring...

This manual deals with the practical implementation of a routine data collection programme. This programme is developed through a top-down approach, from the identification of the objectives down to the practical recording and management of data obtained from the fishery. The issues are dealt with through both detailed discussion and by using simple examples. These examples are mostly based on situations in tropical fisheries and, in particular, experience has been drawn from developing a data collection programme in Viet Nam. The main questions addressed in the manual are which fisheries...

In efforts to limit transboundary movement of pathogens and reduce the economic and socioeconomic impact of disease in aquaculture, there is considerable scope for more effective use of DNA-based methods of pathogen detection. These technologies offer rapid results with potentially high sensitivity and specificity, at relatively low cost. However, few, if any, of the available tests have been assessed appropriately against other diagnostic methods or standardized and validated for specified applications. Implementation of standardized practices that produce reliable, useful and comparable...
