This volume contains the results of a study commissioned by the International Institute for Applied Systems Analysis in Austria on the environmental impacts of the management of waste paper in Europe. Many of the results suggest a more limited role than might be expected for recycling. The study demonstrates the need to consider instead the consequences for Europe's forests of different policies and the advantages of alternatives to recycling, such as energy recovery.
