The expanding complexity of sub-national and cross-national threats to national security strains the analytical capabilities of the Department of Defense (DOD) and the Intelligence Community, highlighting the need for methods and tools that can make this emergent complexity manageable. With an ever-increasing spectrum of threats, more objective analytic capabilities that draw on all-source intelligence and advances in computational methods are needed to help provide insight and aid understanding of individual and group behavior.

Operation Anaconda, conducted in the Shahikot Valley of Afghanistan during early March 2002, was a complex battle fought in rugged mountainous terrain under difficult conditions. The battle ended as an American victory at the cost of eight U.S. military personnel killed and more than 50 wounded. But the difficult early stages of the battle provide insights for thinking about how to organize, train, and equip U.S. forces for future joint expeditionary operations and how to pursue transformation.

The System Analysis and Studies (SAS) Panel of the North Atlantic Treaty Organization (NATO) Research and Technology Organization (RTO) created a Specialist Team (ST) in June 2010 in response to an International Security Assistance Force (ISAF) request to help develop, refine, and implement a strategy for data collection and management.
