The journalist Fandor befriends the King of Hesse-Weimar during one of his Majesty's incognito pleasure trips to Paris, but when the King's mistress is found dead, having fallen from a third-floor window, Inspector Juve is called upon to investigate. When the indomitable detective discovers Lady Beltham, the lover of FantOmas, in disguise among the royal court of Hesse-Weimar, Juve suspects it is none other than the Lord of Terror who is behind the plot against the King.

Intrepid journalist Jerome Fandor picks up the trail of FantOmas in London, but before he can relay the details to Inspector Juve in Paris, the Lord of Terror pounces. Meanwhile a certain Dr. Garrick, suspected of the murder of his missing wife, flees with his mistress aboard an ocean liner, with Detective Shepard of the "Council of Five" (Scotland Yard's top agents) in pursuit. Fantomas having just escaped into the sewers of Paris, Juve and Fandor find themselves with few clues to go on until the great detective is approached by a Committee of Insurance Companies against Theft with a mission—to protect a secret document which details the precise location of the jewels of Empress Eugenie, wife of Napoleon III. Following this renewed wave of crime, the American detective Tom Bob sends word to the press that he will travel to Paris to investigate these mysteries, but will the famous detective be able to catch FantOmas and free Inspector Juve?
