Dr. Carter is a missionary for God, totally committing himself to the great call of servitude; hearing and accepting the call of God. "Here am I, send me." As Dr. Carter prayed for guidance, God guided him to Washington, DC where a mobile home would be his living quarters for the next 30 years. Around 1976, he heard God's call to Atlanta, Georgia where he met two young preachers, John Powell and Dan Tibbs. In 1982, Dr. Carter and Dr. Dan Tibbs planted a church in East Point, GA. In 1982-1985 God gave him a vision to start a Bible Institute. He named the institute: Baptist International Bible Institute (aka, BIBI). In 1992, Dr. Carter turned the institute over to Dr. Dan Guider, Director. Upon Dr. Robert Stanley's graduation, (the Pastor of the facility housing the institute during that time); and keeping the Bible Institute in mind, Dr. Stanley expanded his church to include the Bible Institute and invited Dr. Carter to continue having the school there at that location. Dr. Carter established several satellites of BIBI both in Georgia and Tennessee. For many years he would commute by car from northeast Tennessee to Atlanta every Sunday and Monday, traveling back and forth to Tennessee to teach on Thursday nights. Wherever he went, he made great use of the local media. When he retired, he purchased a radio station WBBX, with his life savings. His motto: God gave me one earthly body and I use it for the glory of God. My body may be weak, my feet may be tired, my heart may be weak, but I am still moving for the Lord.
