This text examines the status training and continuing professional development of teachers on a national and international level. It suggests that the profession of teaching is being changed: it is being de-professionalized through its increasing lack of autonomy in how and what it teaches, and at the same time it is being de-professionalized in the sense that it is increasingly being directed in its teaching, due to the legislated esoteric structures, contents and methods which excludes those who are not trained. However, the authors argue that this level of professionalism is insufficient: teachers need to feel that they are part of an empowering professionalism - which would need to come from the sense that teaching has an effect on the abilities of students, and that teachers participate in society and shape its direction.
