Latin America faces the need to create a different perception of the role of science and technology as an instrument for achieving development, combating poverty and building more equitable societies. Likewise, the different governmental strategies should be oriented, on the one hand, to the consolidation of basic capacities for research, development and innovation, training of human resources and generation of favorable environments for the dissemination of science and technology on a social scale to promote the progress of communities. A paradigm shift is needed, where educational centers in Latin America are placed at the core of the strategies, as actors and participants in their progress. Although different political, economic, social and ideological strategies have been adopted in response to the demands of the communities, they have not been able to attenuate the existence of pressing social and cultural problems that affect these groups in particular and, therefore, society as a whole.
