To begin the work, it was necessary to understand the whole process of evolution of the human rights struggles of people with disabilities. In addition to this historical overview, the meaning of the term people with disabilities, public policy and how access and permanence in higher education are addressed throughout the book. As a possible hypothesis of confirmation or rejection, we would argue that the policies or "affirmative" actions, developed by the Federal University of Maranhão, through the reforms in education (REUNI), have not yet solved the problem of educational exclusion of people with disabilities due to the lack of continuing education policies aimed at didactic methodologies for the education of people with disabilities. It is important to develop teaching strategies that lead teachers to question their daily attitudes of their Teaching Work Plan, reviewing their daily preparation of theoretical and practical classes and thus raising awareness of the need for transcription, adaptation and adequacy of content.
