Für die Entwicklung dieses Leitfadens wurden die FIRA-Methode Mexikos sowie andere landwirtschaftliche Evaluierungsleitfäden wie der von der FAO in Panama verwendete Leitfaden für die Formulierung und Evaluierung von landwirtschaftlichen Projekten verwendet. Ebenso wurde der Leitfaden für die Formulierung und Bewertung von landwirtschaftlichen Projekten von SAGARPA verwendet. Dieser diente als Referenz, um die Schritte des Leitfadens für das Land Honduras durchzuführen.
