This paper deals with external democracy promotion within the framework of the European Neighbourhood Policy. Based on the fact that no substantial progress has been made in democratisation within the European Neighbourhood Policy, this paper explains the conditions under which democratisation can be successful. The study examines how endogenous factors influence the choice of instruments for external democracy promotion.

Ce travail traite de la promotion externe de la démocratie dans le cadre de la politique européenne de voisinage. Partant du constat qu'aucun progrès substantiel n'a été réalisé en matière de démocratisation dans le cadre de la politique européenne de voisinage, ce travail explique les conditions dans lesquelles la démocratisation peut réussir. L'étude examine comment les facteurs endogènes influencent le choix des instruments de promotion externe de la démocratie.
