The U.S. Army established Fort Monmouth in June 1917, just a few months after Congress declared war on Germany. It initially served as a signal training camp for the First and Second Reserve Telegraph Battalions. The first camp, on the grounds of the old Monmouth Park racetrack, was named Camp Little Silver.
