Frank Westall was born in the Heads of the Valleys town of Brynmawr, South Wales in 1949. He was a frequent 'mutcher' during the latter part of his secondary education and left school as soon as he was able. His first job at Ebbw Vale Steelworks Hot Mill was followed by different jobs nearly every five years and of these he particularly enjoyed bus conducting and bus driving because of the people he worked with and the people he met.
