El Vicario Apostolico de Montevideo, Mons. Jacinto Vera, de mentalidad conservadora, filojesuita y ultramontana, debe enfrentarse con un movimiento liberal masonico en pleno desarrollo. Aunque sufra el destierro, sale victorioso, inaugurando la division de la sociedad uruguaya entre catolicos y liberales. Se enfrenta tambien con el nuncio apostolico Mons. Marino Marini y a pesar de su actitud terca y recalcitrante, logra cantar victoria y sera nombrado primer obispo de Montevideo.

En la mitad del siglo XIX, se desencadeno en el Uruguay una lucha descomunal entre la corriente liberal masonica y la corriente ultramontana jesuitica. La primera representada en el gobierno de Bernardo P. Berro, y la segunda en el jefe de la Iglesia Catolica, el vicario apostolico Jacinto Vera.
