For the African Continental Free Trade Area to be a game changer, countries in Africa need to adopt policies that enhance consistency between trade measures, diversification objectives and inclusivity. This report finds that Special Economic Zones (SEZs) can help improve the business case for local pharmaceutical production in Africa provided due attention is paid to meeting the needs of pharmaceutical investors, structuring the SEZ to address local access to medicines and by engaging key stakeholders.
