This book is the outcome of a series of articles which appeared in the "Svenska Dagbladet" in the summer of 1923 and were afterwards published as a book. The interest aroused in Sweden and the other Scandinavian countries, and still more the momentous problems it is concerned with, have induced me to revise and enlarge it for an English version in order to reach a wider public.
