Shortly before the admission of two new countries to the European Community is confirmed, two future commissioners are murdered and a third commissioner is mysteriously drowned in the river Seine. Seymour Haigh of the Israeli Secret Service, as a representative of a neutral, non-EU country, and Edna-May, a computer surveillance expert and former FBI employee, are seconded to MI5 as they look into the death of Charles Andrew, the British commissioner killed in the attacks.
