Poetry should, always, tell a story. This need not be a conventional story, but, at the end of the poem, the author should have conveyed something to the reader. It might be a feeling, it might be an impression, it might even be, God forbid, an actual story. But, when the reader finishes a poem, they should feel something other than, "Oh goodness, I must be really stupid, I don't understand."
