God made us free. He gave us our agency. That means we are free to choose. "Behold, I gave unto him that he should be an agent unto himself;..." (Doctrine & Covenants 29:35). Of course there is always some tyrant around trying to take it away from us, as a brief review of history makes very clear, but as far as God is concerned he made us free, free to choose, and that's what he means when he says he gave us our agency. But when we choose the path we will follow, we automatically choose the destination to which that path will most surely take us, if we stay on it long enough.
