This manual delineates authorities and responsibilities concerning Department of Defense (DoD)-owned or leased vehicles. IT applies to the Office of the Secretary of Defense, the Military Department, the Chairman of the Joint Chiefs of Staff, the Combatant Commanders, the Defense Agencies, the DoD Filed Activities, the Nonappropriated Fund Activities and Military Exchanges and the operational entities assigned to the OSD for Administrative support.
