Cigarettes continue to dominate the smoking tobacco product market, accounting for approximately 91 percent of sales in 2011. However, the use of other smoking tobacco products has increased over the past 10 years. Between 2001 and 2011, combined sales of roll-your-own tobacco, pipe tobacco, and small and large cigars grew from 3 percent of the smoking tobacco market to 9 percent. To determine the extent to which VA collects data on AIB investigations, and how VA has used the results of its AIB investigations, we interviewed VA officials about the type of data the department collects and maintains on these investigations. Although AIB investigations may be conducted throughout VA, we focused our review only on AIB investigations that were conducted within VHA.

SSA's mission is to deliver Social Security services that meet the changing needs of the public. The Social Security Act and amendments5 established the programs that SSA administers. The Old Age, Survivors, and Disability Insurance program-commonly referred to as Social Security-is one of the nation's largest entitlement programs. Financed by two trust funds, this program provides monthly benefits to retired and disabled workers, their spouses, children, and the survivors of insured workers.

Since 1974, the SSI program, under Title XVI of the Social Security Act, as amended,4 has provided benefits to low-income blind and disabled persons-including adults and children,5 4The SSI program was established by Pub. L. No. 92-603, 301, 86 Stat. 1329, 1465 (1972), and became effective starting in 1974. as well as certain aged individuals-who meet financial eligibility requirements and the definition of disability."

USPS's current field-office structure includes 7 area offices and 67 district offices. USPS's management structure is decentralized, with the area and district offices overseeing a vast network of facilities, which, as of December 19, 2011, included 31,060 post offices and 461 mailprocessing facilities (see fig. 1). The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA)7 significantly changed federal welfare policy for lowincome families with children, from a program that entitled eligible families to monthly cash payments to a capped block grant that emphasizes employment and work supports for most adult recipients. As part of PRWORA, Congress created the TANF program,8 through which HHS provides states about $16.5 billion each year in block grant funds to implement the program.

In fiscal year 2011, VA provided about $ 4.3 billion in pension benefits for about 517,000 recipients. These benefits are available to low-income wartime veterans who are age 65 and older, or who are under age 65 but are permanently and totally disabled as a result of conditions unrelated to their military service.

Physical infrastructure and management function consolidations can be strategies to help improve the efficiency of federal agencies, an area with increased focus given our current fiscal challenges.

Uranium is a hardrock mineral, and most U.S. uranium deposits are located in the western half of the United States, specifically in the states of Arizona, Colorado, New Mexico, Texas, Utah, and Wyoming.9 In the United States, uranium has been primarily used as a fuel for electric power generation and for nuclear weapons.

The State Partnership Program grew from the former Joint Contact Team Program, a program comprised of active component personnel that sought to establish professional contacts between the U.S. military and the militaries of newly independent nations of the former Soviet Union. The Joint Contact Team Program was intended to promote subordination to civilian leadership, respect for human rights, and a defensively oriented military posture.
