This research identifies and analyses the obstacles and challenges that Saudi Arabia faces in implementing e-government. The aim of this research is to explore these obstacles from the perspective of the user, rather than examining the system from a technological viewpoint, and to question whether the background of members of the sample had any influence in overcoming them.
