Zachary Thoreau is serving his last two years as governor of the United States Virgin Islands during the late 1960's. With some ambivalence, he signs a warrant for the execution of a murderer. It has been more than 50 years since a criminal has been executed in the territory. As the execution date draws nearer, however, the governor realizes he has an intricate connection to the criminal.
