Zachary Thoreau is serving his last two years as governor of the United States Virgin Islands during the late 1960's. With some ambivalence, he signs a warrant for the execution of a murderer. It has been more than 50 years since a criminal has been executed in the territory. As the execution date draws nearer, however, the governor realizes he has an intricate connection to the criminal. Does Zachary have the courage to allow the hanging?
