The organization of any institution plays a major role in the success of the institution's ability to make proper decisions and solve problems. The Federal Government and many other governments have become disorganized, inefficient and ineffective. It is time for a new Constitution that improves the nations method of government. In the 21 Century it will be necessary for both government and society to become efficient. The US workers will be competition with other nation's workers. The increasing population will demand efficiency of all institutions.
