Fils de George William Chapman, marchand, et de Caroline Angers, soeur de Francois-Real Angers, il nait a Saint-Francois-de-Beauce (aujourd'hui Beauceville). Il frequente le college de Levis et l'Universite Laval avant de delaisser les etudes. Journaliste liberal, il occupe plusieurs metiers, dont fonctionnaire, vendeur d'assurances et libraire. Dans les annees 1890, il ecrit des poemes empreints de naturalisme et de patriotisme dans le style de Louis Frechette. Devenu traducteur au senat canadien en 1902, il meurt a Ottawa en 1917.
