This is a satirical, tragic, hilarious account of the last Intelligent Design project by the government of Heaven. Over millions of years millions of planets had been seeded by Heaven, all with very similar results. Heaven made great profits from the people and resources of these planets, but in the end all had industrial revolutions and blew themselves up or ended in some other nasty way. A few thousand years ago a team from Heaven came back to Planet Earth for one final attempt to get the Intelligent Design thing right.
