The Federal Radionavigation Plan (FRP) reflects the official radionavigation policy and planning for the Federal Government. The FRP covers both terrestrial and space-based, common-use, Federally operated radionavigation systems. These systems are sometimes used in combination with each other or with other systems. Systems used exclusively by the military are covered in the Chairman, Joint Chiefs of Staff (CJCS) Master Positioning, Navigation, and Timing Plan (MPNTP). The plan does not include systems that mainly perform surveillance and communication functions.

Nigeria is one of the pivotal states of Africa and is extremely important to U.S. diplomatic and economic interests on that continent. However, Americans' general lack of knowledge or misunderstanding of Nigeria undercuts our interactions with this crucial state to the detriment of both sides. Indeed, it is difficult to understand Nigeria, since it is a swirling paradox of riches and poverty, growth and stagnation, international influence and domestic paralysis, cultural diversity, and ethnic and religious clashes. For that reason, I am pleased to present this monograph, which seeks to reveal...

At the height of the Cultural Revolution a Chinese long-range nuclear missile is fired within the country, and the nuclear warhead it is carrying detonates. A French nuclear device is exploded in Algeria during a coup there. The Soviet empire has collapsed, and shots are fired at a Russian crowd intent on rushing a nuclear weapons-laden plane straining to remove a stash of nuclear weapons to a safer locale. Pakistani civilian governments are routinely pushed aside by a powerful, nuclear-armed military that observers worry might yet itself fall prey to a faction willing to seize a portion of...

The general approach advanced today in U.S. policy circles largely hews, after all, to the logic of the...
