Every year without fail some 136 million Americans hand over almost $1.2 trillion to the U.S. Treasury in the form of income taxes. That money is allocated by Congress as part of its "discretionary budget." This fund supports an unimaginable number of programs, some worthy, some with no merit at all. Indeed, significant monies are spent in ways that are both unaccountable and counterproductive to their intended use.
