In June 2012 the United Nations Conference on Sustainable Development adopted, as part of the main outcome document, "The Future we Want", a call for countries to develop and enforce comprehensive national and local waste management policies, strategies, laws, and regulations. This call was a response to the challenges presented by unsustainable production and consumption.

This report confirms and strengthens the conclusions of previous analyses that current pledges and commitments fall short of set goals. It further argues that, as emissions of greenhouse gases continue to rise rather than decline, it becomes less likely that emissions will be low enough by 2020 to be on a least-cost pathway towards meeting the 2 Degrees C target.
