Washington, D.C. During the run-up to the presidential election, incumbent President Emmanuel Bonsam slowly spirals into insanity and contrives a murderous plot to hold on to power. Aided by his lead "shadow agent" Jorge Delgado, Bonsam sets out to exterminate anyone who threatens his reelection.
Lansing, Michigan Governor Samuel Clark chooses U.S. Speaker of the House Kenna Martineau as his vice-presidential running mate. They soon discover that running against Bonsam is a dangerous game, as Bonsam's obsession with the Mayan Calendar consumes his mind.
