The discourse of depoliticization has been strategically employed by the development agencies and professionals to mystify the inequities in watershed development. The mystification of inequities through discourse and institutional layout, in particular the way in which political decisions have been transformed into technical ones to be handled by apolitical institutions, as this book shows, threatens the democratization of governance and practices exclusion of the poor in local water management and decision-making.
