The process of devolution in Spain was initiated with the transition to democracy after the death of General Franco. Since 1978, the country has gone through a simultaneous process of democratization and federalization. The first chapter in this volume discusses theoretical concepts, such as ethnic group, nation-state, nationalism, or federalism.
