World Employment Programme Background papers for training in population, human resources and development planning. Paper No. 6. The main objective of the Programme is to help Member States incorporate demographic elements into employment-related policies and, more broadly, to facilitate the integration of population and human resources development issues into national development planning. The Asian Regional Team for Employment Promotion (ARTEP) is responsible for implementing the ILO's World Employment Programme in the Asian region. Its main objectives are to identify the factors which prevent a substantial expansion of employment opportunities in countries of the region, to identify measures which can overcome these factors and to assist governments in the implementation of such measures.
