The Independent Evaluation Group's (IEG) evaluation of Bank support to primary education found that over the past 15 years developing countries have given high priority to increasing learning enrollments in primary schools, but directed less attention to whether children are learning adequately. IEG's report recommends that countries, the World Bank and development partners place the same emphasis on learning outcomes as on schooling assess so that the world's increasing investments in primary education will have a greater impact on poverty reduction and national development.
