An increasing interest to scheduling theory can be attributed to the high level of automation of all branches of human activity. The quality of modern production essentially depends on the planning decisions taken at different stages of a production process. Moreover, while the quality of these decisions is improving, the time and flexibility requirements for decision-making are becoming more important. All this stimulates scheduling research. Started as an independent discipline in the early fifties, it now has become an important branch of operations research. In the eighties, the largest...

Industrial, financial, commercial or any kinds of project have at least one common feature: the better organized they are, the higher the profit or the lower the cost. Project management is the principle of planning different projects and keeping them on track within time, cost and resource constraints. The need for effective project management is ever-increasing. The complexity of the environment we live in requires more sophisticated methods than it did just a couple of decades ago. Project managers might face insurmountable obstacles in their work if they do not adapt themselves to the...

This work addresses international concern about the harm which may result from environmentally hazardous activities. It embraces traditional transboundary harm originating in one country and affecting the territory of another country and includes global transboundary harm occurring when the sources of pollution and the potential damages are so widespread that it is impossible to point out either a single responsible State or a single injured State. Rules relating to environmental harm may be found at the level of international responsibility for wrongful conduct, the level of international...

Recent events in former Yugoslavia and Rwanda have revived diplomatic interest in measures contemplating concerted action directed at the suppression and punishment of war crimes. Indeed, steps have already been initiated to set up war crimes tribunals to prosecute those responsible for such atrocities. Not to be outdone, Yeltsin's Foreign Minister has also issued a call for public discussion of the idea of creating a system of international criminal justice with regard to crimes against peace and humanity, other international violations of the law.' The precedents of the Second World War in...

Market-based environmental instruments are the most creative of the many initiatives devised to combat air and water pollution and promote biodiversity. Among these, none has attracted more attention than the burgeoning trade in environmental allowances and credits. Originally developed in the United States around 1990, these varieties of tradable instruments were globally validated by the Kyoto Protocol of 1997, which explicitly contemplates the buying and selling of environmental allowances and credits among both sovereign states and corporate entities. Despite U.S. opposition to the Kyoto...

The impetus for this volume was the 2nd International Wetlands Conference which was held in June, 1984 at Trebon, Czechoslovakia. An overview of the worlds wetlands was one of the themes of the conference and it was decided that a useful follow-up would be a publication on the same topic. The initial goal was to cover as many of the worlds wetlands as possible in one volume and to have an emphasis on wetland ecology, biota, classification, and management. Individuals who made presentations at the Trebon confer ence were asked to prepare chapters and the editors also solicited other...

Although it is widely recognised that Solon's thoughts on human life (1.30-32) are important to a correct understanding of Herodotus' work, little attention has been given to their narratological meaning. On the basis of a careful interpretation of five episodes, this monograph argues that Solon's advice, 'look to the end', establishes the viewpoint from which Herodotus' stories are to be understood. This viewpoint leads to surprising conclusions as to what is and is not important to the development of history. It casts doubts especially on the magnificent role of Athens and its democracy.
