The Department of Defense is the single largestprovider of employer-sponsored child care in the U.S.The 1989 Military Child Care Act (MCCA) is the legalauthority for the military s child care system. Thisstudy explores the dynamics of child care deliverybetween a contractor, Camp Adventure Youth Services,a program in the Department of the Army, and theiragreement to provide programs to school-age childrenduring the summer. A detailed description of theorigins of Camp Adventure, its operations and growth,all dependent on its contracts with the military isoutlined. Findings suggest a good fit between CampAdventure and military child care programs. Programsdelivered by Camp Adventure appear to be well alignedwith contract specifications, program goals, and theexpectations of the MCCA. There is a co-dependentrelationship between Camp Adventure and militarychild care programs with the military exertingsomewhat greater leverage. This case study describeshow two organizations, grounded in differentcultures, with different goals, form a beneficialrelationship, bounded by the regulations of policyand contracting, that meets the needs of both.
