The subject of the book is to apply microeconometrictechniques to labor economics and criminal behavior.Chapter one builds and estimates an econometric modelof recidivism for the USA using data set of releasedprisoners from state prisons in 1983. The chapterextends the literature on the applicationof econometrics to criminal behavior by treating theprocess of recidivism as a competingrisks model where dependence arises from unobservedheterogeneity. Chapter two evaluates the effect of a reemploymentprogram for ex-convicts on recidivism behavior. Theeconometric model has to deal with the followinginstitutionalaspects of the program. First, upon release, eachex-inmate looks for a job. Second, at the samerelease-time the ex-criminalcould commit a crime, i.e., recidivate. Third, thedifferencebetween controls and treatments samples only occursconditional on finding ajob. Hence, the timing of receiving the treatment israndom and endogenous. This chapter extends theliteratureon econometric program evaluation by building andestimating a model that considersthe conditional feature of the treatment. The resultsshow that the program helps reduce criminalactivity.
