Indeed, it is a well known fact that every child has the right to education. Therefore, the declaration of Free Primary Education (FPE) in Zambia was meant to fulfill this obligation. However, one of the biggest concerns regarding FPE is the quality of education being provided considering that access alone is not enough. This thesis deals with the impact of the introduction of FPE on the provision of quality education in Zambian primary schools. The focus is on two issues: (1) The sufficiency of government grants meant to uphold the FPE in meeting teaching/learning materials and other operational costs of primary schools and; (2) How grants affected the provision of quality education in primary schools in terms of inputs.
