The purpose of this paper is to provide an extensive review of research completed on resource allocation linked to student performance in public education and policy implications for school finance reform. A history of resource allocation through litigation and legislation is examined. In addition, the implications of resource allocation in relation to increased demands for student achievement are explored. Suggestions for policymakers at the local, state, and federals levels are presented from existing research.
