Decelerating global warming is one of the most critical problems facing the world's policymakers today, inspiring numerous ideas for mitigating its effects. One favored solution is to regulate carbon consumption through taxation, though such policies vary widely throughout the world. This study examines the development of gasoline taxation policies since the early twentieth century. Comparing and contrasting policies in the United States, Germany, the United Kingdom, and New Zealand, the author analyzes the origins of gasoline taxation and the various approaches to its implementation and highlights the role played by fiscal crises.
