The NPT of 1968 can be, vertically and horizontally, the legal grounds for the nuclear-weapon disarmament which aims at nuclear non-proliferation and grants the states all over the world the rights to use nuclear energy for peaceful ends, which, however, should be done according to the provisions of International Atomic Energy Agency. Such provisions stipulate that all the states are subject to the IAEA's inspection. Therefore, the commitments to the NPT's provisions are necessary in decreasing the conflicts in the world. The Iranian nuclear program is one of the crucial strategic cases in today's world. It is aprecedent for the contemporary international law and a real legal challenge to the IAEA.This study is significant to the Iranian crisis and an interpretational Challenge to the global legal community, because the community's Interpretation came to agree only with the super power , in tensions , without giving any supports to the legal grounds of granting Iran the right to develop its own nuclear technology.The Israeli case internationally represents a problematic legal status.
