The congestion created by the consignment of goods arriving at the Tema Ports from overseas, necessitated the application of queuing theory to help ease the congestion. The two main scanners at the Ports seem inadequate in serving the consignment of goods which arrive on a daily basis. It has become usual to see many vehicles queuing up, waiting their turn for scanning. In certain cases, these vehicles stay for days before they get the chance to be examined by the scanning machine.
