Frank Li is the Founder and President of W.E.I. (West-East International), a Chicago-based import & export company. He was born in Hangzhou, China, in 1959, and grew up in the horrible days of the Cultural Revolution. He was a hopeless teenager when China re-opened its universities in 1977, after closing them for more than a decade! He was lucky enough to make into Class 77. He received his B.E. degree from Zhejiang University (China) in 1982, M.E. from the University of Tokyo in 1985, and Ph.D. from Vanderbilt University in 1988, all in Electrical Engineering.
