Willingham, William F.

Born in Pendleton in eastern Oregon, William F. Willingham, Ph.D., is a historian and author of several books and scholarly articles. For fifteen years he served as historian with the U.S. Army Corps of Engineers in Portland, where he has been involved in cultural resources management and historic preservation.
