Carl and Marilyn Stephani have written numerous articles on city government and presented workshops to audiences at national conferences of city planners, city managers, environmental group leaders and others. Their first book entitled ZONING 101 has sold thousands of copies and is used as a reference in thousand of city halls across the country.
