He served 13 plus years as an officer in the US Army, 6 plus years as an executive in the FBI, and 2 plus years as CIO of the White House from 2002 to 2005. In the private sector Carlos worked for Bell Labs of Alcatel-Lucent, CSC and others. He is an Adjunct Professor at George Mason University teaching on the topic of Information Security.
