Russell served in the National Guard from 1916 to 1940. From 1922 to 1932 he organized and led the 59th Infantry Brigade. In 1932 he was made commander of the 30th Infantry "Old Hickory" Division. During WWII he served as a member of the War Department Manpower Board. He retired from the National Guard in 1951.
